The Directorate of Shipping Services (DSS) plays a vital role in the transportation sector of Andaman & Nicobar Islands. Since the geographic location of Andaman & Nicobar Islands is approx. 700 nm from the Mainland-India, and due to the scattered location of the islands in the archipelago, the maritime transportation forms the lifeline for the islanders.
The DSS under Andaman & Nicobar Administration is the main stakeholder and responsible for major shipping service in between Mainland Island and also in between scattered islands of Andaman and Nicobar. At present the Directorate of Shipping Services is providing shipping services to 29 of the 37 inhabited Island.
The remoteness of the Andaman & Nicobar Islands from the Indian mainland, does not afford the delay in traveling time and re-fit services available to commercial craft operating in the mainland, thereby, necessitating the DSS to maintain itself as an independent, full-fledged maritime entity capable of providing operational and maintenance facilities to vessels which link up the islands.
As the shipping sector worldwide contracts, the DSS has a challenge in its hands where maintenance of modern Vessels becomes much more complex than what it started from almost half a century ago. The ageing DSS Fleet is prone to frequent breakdowns, involving huge operational expenses and disruption of services. The DSS plans to expand its Fleet strength by acquiring modern vessels with improved passenger comfort and reduce travel time.
While there is an emphasis to shift to air services to link the Mainland-Island Sector, the Inter-Island and Foreshore Sector will rely upon shipping primarily due to cost effectiveness and ability to transfer bulk numbers of tourists and passengers by its fleet of ships.
Worldwide shipping trends indicate that chartering of vessels is preferable to ownership due to large overhead and infrastructure costs. The DSS has experimented with chartering vessels and the results have been encouraging.
Although DSS is the owner of the 66 vessels held in inventory as on date, the Shipping Corporation of India (SCI) has given technical support being the DOC holder for the DSS for the last 40 years. Today, a subsidiary office of the SCI operates in Port Blair and provides maintenance, management and certification services to the A&N Administration and is controlled by the DG Shipping and the Ministry of Shipping.
In order to undertake the repair & maintenance of Foreshore, Harbour, Utility vessels and new vessels under acquisition the department proposes to modernize & up-grade the Dry-docks and workshops with modern machineries & equipments to meet the repair requirement of newly acquired vessels. The machineries & equipments in the existing workshop have either become obsolete or outdated & needs replacements. In this direction M/s Cochin Shipyard Ltd. (CSL) has been entrusted to undertake a feasibility Study and the work is under progress.
Larger Vessels which operate in the Mainland and Inter-Island sector are sent to CSL for repair/Annual Passenger Survey (APS) as adequate repair facilities are not available at Port Blair. A tripartite MoU has been concluded between CSL, SCI and DSS for timely repair/APS of Mainland-Island and Inter-Island vessels.
The Marine Dockyard was established in the year 1893. It is the only Dockyard facility available in the Islands and caters to the requirement of Navy, Coast Guard and other private sector in addition to the requirement of Administration vessels.
Up-gradation of the existing Ticketing System : Migration of On-premise STARS infrastructure to NICSI Cloud platform through CRIS has been completed. The modernization will enable web-based enquiry and web-based ticketing to facilitate tourism and the island public.
The Chief Secretary (A&N Islands), Shri. Keshav Chandra, IAS in presence of Secretary Shipping and Capt. Atul Kumar Singh [Director of Shipping Services] in a brief function on 17th April 2023, launched the Directorate's new website with STARS E-Ticketing Portal.
The new online reservation system will offer convenient and hassle free booking options to the passengers and payments can be made through various options available on the website.
Sexual harassment infringes on the following two fundamental rights provided by the Constitution of India: One is the right of a woman to gender equality under Article 14 and the other is the woman's right to life and live with dignity under Article 21. Supreme Court provided clear guidelines for dealing with sexual harassment in 1997. These guidelines which are legally binding and must be enforced include definition of sexual harassment at the workplace, prevention of such harassment, disciplinary action against the erring employee, and employer's responsibility in ensuring a harassment-free workplace.
As per the Supreme Court guidelines, Directorate of Shipping Services (DSS) has constituted an Internal Complaints Committee (ICC) for managing gender issues at workplace . ICC was set up not only to deal with complaints of sexual harassment of women in the workplace but also to focus on creating awareness and educating about gender issues.

The objectives of the Internal Complaint Committee to Prevent Sexual Harassment of Women at the Workplace are as follows:
To ensure the implementation of the policy in letter and spirit through proper reporting of the complaints and their follow-up procedures.
To uphold the commitment of the Institute to provide an environment free of gender based discrimination.
To promote a social and psychological environment to raise awareness on sexual harassment in its various forms.
To create a secure physical and social environment to deter any act of sexual harassment.
To evolve a permanent mechanism for the prevention and redressal of sexual harassment cases and other acts of gender-based violence at the Institute.
The aggrieved party may make, in writing, a complaint of sexual harassment to the ICC, within a period of three months from the date of incident and in case of a series of incidents, within a period of three months from the date of last incident. The complaint should include:
The Committee may, before initiating an inquiry, at the request of the aggrieved party, take steps to settle the matter between her and the respondent through conciliation. No monetary settlement shall be made as the basis of conciliation.
Where a settlement is arrived at, no further inquiry shall be conducted by the ICC.
After concluding its investigation, the Committee shall submit a detailed reasoned report to the DSS.
When the Committee arrives at the conclusion that the allegation against the respondent is malicious or the aggrieved women or any other person making the complaint has made the complaint knowing it to be false or the aggrieved women or any other person making the complaint has produced any forged or misleading document, it may recommend to the Institute to take action against such falsification.
Nothing precludes the Committee from taking cognizance of any new fact or evidence which may arise or be brought before it during the pendency of the inquiry proceedings or even after the communication of the findings to appropriate authorities.

The Sexual Harassment electronic Box (SHe-Box) is an effort of Govt. of India to provide a single window access to every woman, irrespective of her work status, whether working in organised or unorganised, private or public sector, to facilitate the registration of complaint related to sexual harassment. Any woman facing sexual harassment at workplace can register their complaint through this portal. Once a complaint is submitted to the 'SHe-Box', it will be directly sent to the concerned authority having jurisdiction to take action into the matter.
